Registering as a Midwife in Manitoba

In Manitoba, Canada, the Legislation regulating the profession of midwifery requires that a person must be registered with the College of Midwives of Manitoba to practice midwifery. There are three routes to registration:

  1. Graduation from a midwifery education program that is approved by the College
  2. Completion of an approved assessment or bridging program for Internationally educated midwives.
  3. Registration with another Canadian midwifery regulatory body.

Requirements for Registration

1. Clinical Experience Requirements

Applicants are expected to have the following clinical experience as set out in the Midwifery Regulation:

  • Participated in at least 60 births in a clinical role with the following minimums:
    • 40 attended as the primary midwife
      • 3 births as with continuity of care
      • 15 births must have taken place in the last 36 months
  • Conducted at least 75 prenatal examinations
    • 45 must have been conducted in the last 36 months
  • Conducted at least 75 postnatal examinations
    • 45 must have been conducted in the last 36 months
  • Conducted at least 15 initial newborn examinations in the last 36 months
  • Conducted at least 50 newborn visits
    • 20 must have been conducted in the past 36 months

Applicants who do not meet the clinical experience requirements outlined above may be able to apply as a Supervised Practice Candidate.

2. Qualifying Examination

Applicants must have completed the Canadian Midwifery Registration Exam (CMRE).

The Canadian Midwifery Registration Exam (CMRE) is a national written examination that assesses applicants for midwifery registration to ensure they meet entry-level competency standards set out in the  Canadian Competencies for Midwives. Its goal is to ensure that midwifery practitioners provide competent, safe, and a consistent standard of care across Canada.

Applicants who meet all the requirements for registration with the College of Midwives of Manitoba and who are waiting to write the CMRE or are waiting to receive the results of the examination, are eligible to apply as an Examination Candidate. Examination candidates may practise midwifery while under the supervision of a registered midwife while they await the next exam date or results from the exam.  Examination Candidate Registration is revoked when the registrant is notified that they have passed the examination and are issued registration as a practising midwife, or when they are notified that they have failed the exam.

3. Training Certificates

Applicants are required to submit certificates demonstrating successful completion of training in Neonatal Resuscitation (NRP) and Cardiopulmonary Resuscitation (CPR) (within the previous 12 months) with their application forms.

Applicants may submit certificates demonstrating successful completion of training in Emergency Skills (ES) and Fetal Health Surveillance (within the previous 24 months) with their application forms.  Applicants who do not submit this evidence must complete this training within 6 months of registration.

4. Jurisprudence

All registrants with CMM must demonstrate that they are familiar with the laws, regulations, and standards that apply to midwives in Manitoba by completing the CMM’s Jurisprudence Handbook and Exam.

5. Record Checks

All applicants must submit the following record checks.  All record checks are considered valid for one year from the date they were performed.  Record checks may take up to 6 weeks to process. 

  • Criminal Record Check with Vulnerable Sector Search: For further information on applying for a CPIC please contact the Winnipeg Police Service or your local police service.  If you currently reside or have recently resided (within the last six months) outside of Canada you must provide a criminal record search based on a nationwide search from the appropriate law enforcement agency in that country.
  • Child Abuse Registry Check and Adult Abuse Registry Check: For further information on how to apply please visit the Manitoba Child and Adult Abuse Registry site. 
6. Employment/Liability Insurance

In order to be eligible for registration, you must either provide proof of upcoming employment (eg an Offer of Employment with a start date) with a Manitoba Regional Health Authority (RHA) or evidence of other professional liability insurance. In Manitoba most midwives are employed by RHAs.

Because you must have professional liability insurance in order to practice, and professional liability insurance is tied to employment, the CMM coordinates your first date of registration to occur on the start date of your employment. You may submit your application for registration prior to receiving a letter of offer from an employer, but confirmation of date of employment must be received prior to registration.
